The food, music, and costumes are all fine, but it is the little extra touches that will get remembered. Details at the Door
It is the first impression, the lasting one, and everything in between that makes someone remember a party. Add something special to the first few minutes or hours of your party.
Play a noise when guests arrive. A deep growl or a door creaking open every time someone walks through the front door gets a reaction every time. Answer the door in costume or with a funny voice. Something to greet them with when they first walk in. Add something unexpected near the threshold or door. Something sticking out of the bushes or a fake spider waiting to scare them as they walk up the driveway.

Now that people are there it is the little touches in the space that will get them talking. Things people will point out to each other once they are inside.

Light a candle burning pumpkin spice or something else that adds a strange aroma to the room.

A moment that was planned but that no one saw coming. Something that people will talk about as they walk out the door.
Have a secret ghost haunting the party that people can try to find. The ghost could be a friend that is trying to scare people without them knowing. Do a blackout. Have the lights to the house or room turned off for a few seconds startling everyone. Give out silly awards. Awards that no one expected and that everyone laughs about.

The food is something that people will remember. Something that looks a little different or has a funny name.
Have a weird looking but tasty food. Something that looks gross but tastes amazing or is a fun shape. Have a drink that looks cool or strange. The easiest way to do this is to use dry ice in a punch bowl to make it look like witch's brew. Set up a candy bar instead of having a bowl of candy. Set up a few bowls on a table with different types of candy in them and have people serve themselves. It looks fancier and people will have fun doing it.

The end of a party is just as important as the beginning. Something to send people home with a little extra memory.
Tell a scary story to end the night. Gather everyone around and tell them a scary story with the lights low to send them off into the night. Give them something to take home with them. Have a treat bag or a piece of candy waiting for them as they walk out the door. Add a last little scare. Something a little extra to happen right as they are walking out the door. That last little extra is what people will remember the most the next morning.
